To the Members of the California State Assembly:

I am returning Assembly Bill 2672 without my signature.

This bill would require an appointed or ex-officio individual who has
been debarred, suspended, disqualified, or otherwise excluded from
participating in federal "covered transactions" pursuant to federal
law to vacate that office.

The removal of appointed or ex-officio officers have historically,
and properly, been handled on the local level and I believe the local
appointing entity should continue to have the ultimate say on the
removal of these officials.

For this reason, I am unable to sign this bill.
