An act to amend Section 69432 of the Education Code,
relating to postsecondary education. An act to amend
Section 52336 of the Education Code, relating to the Career
Preparatory Program.

Existing law authorizes any business, trade or professional
association, union, or state or local governmental agency operating
within this state to establish and operate, under the auspices of the
local school district, a career preparatory program that meets
specified requirements. An entity establishing and operating a
program is required to develop and implement a course of instruction
for all pupils enrolled in the program that satisfies the graduation
requirements set forth in existing law that are applicable to grades
11 and 12. Existing law authorizes an entity establishing and
operating a career preparatory program to propose and implement a
program that is designed to provide on-the-job training and
instruction in specific career technical skills to prepare pupils for
future employment. Pupils who successfully complete all aspects of
the program receive a certificate of completion that supplements a
high school diploma.
This bill would require the course of instruction developed and
implemented by an entity establishing and operating a career
preparatory program to be expanded so that it will satisfy the
graduation requirements applicable to grades 9 to 12, inclusive.
Existing law, known as the Ortiz-Pacheco-Poochigian-Vasconcellos
Cal Grant Act, establishes the Cal Grant A and B entitlement awards,
the California Community College Transfer Entitlement awards, the
Competitive Cal Grant A and B awards, the Cal Grant C awards, and the
Cal Grant T awards under the administration of the Student Aid
Commission, and establishes eligibility requirements for awards under
these programs for participating students attending qualifying
institutions.
This bill would make technical, nonsubstantive changes to these
provisions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 52336 of the
Education Code is amended to read:
52336. (a) Any business, trade or professional association,
union, or state or local governmental agency operating within this
state may establish and operate, under the auspices of the local
school district, a career preparatory program within this state that
meets the requirements of this article.
(b) As part of a career preparatory program, an entity
establishing and operating the program shall develop and implement a
course of instruction for all pupils enrolled in the program that
satisfies the requirements of Section 51225.3 applicable to grades
11 and 12 9 to 12, inclusive .
(c) Subject to the development of the course of instruction
delineated in subdivision (b) and to continuing certification by the
State Department of Education department
, an entity establishing and operating a career preparatory
program may propose and implement a program that is designed to
provide on-the-job training and instruction in specific career
technical skills to prepare students pupils
for future employment.
(d) An entity establishing and operating a career preparatory
program shall present pupils who have successfully completed all
aspects of the program with a certificate of completion that shall
supplement a high school diploma.
SECTION 1. Section 69432 of the Education Code
is amended to read:
69432. (a) Cal Grant Program awards shall be known as "Cal Grant
A Entitlement Awards," "Cal Grant B Entitlement Awards," "California
Community College Transfer Entitlement Awards," "Competitive Cal
Grant A and B Awards," "Cal Grant C Awards," and "Cal Grant T Awards."
(b) Maximum award amounts for students at independent
institutions, and for Cal Grant C and T awards, shall be identified
in the annual Budget Act. Maximum award amounts for Cal Grant A and B
awards for students attending public institutions shall be
referenced in the annual Budget Act.
