To the Members of the California State Assembly:

I am returning Assembly Bill 2734 without my signature.

This bill would create the Office of Economic Development within the
Governor's office.  I am very supportive of the effort to create an
entity within my office to give companies, entrepreneurs and small
businesses information and assistance on business growth and economic
development opportunities.

However, I purposefully placed this entity within the Governor's
office to underscore the importance of this mission to the state.
Therefore, I am disappointed at the insistence of the State Senate to
make the director of this office subject to confirmation, which
inappropriately infringes on the rights and powers of my office.

For this reason I cannot sign this bill.
