SUMMARY
This bill requires the Governor's Office of Planning and
Research (OPR) to report to the governor and the Legislature by
January 1, 2012, and every two years thereafter, on the status
of its effort to evaluate and make recommendations on state
level policies to, among other things, advance statewide
environmental goals to ensure that all state policies conform to
adopted land use planning goals and programs.
FISCAL EFFECT
Unknown, probably moderate costs of less then $50,000 every
other year for OPR to develop biannual reports.
COMMENTS
1)Background . State government is made up of many departments
and agencies that operate independently of each other. In
order to take a more comprehensive approach to evaluating the
long term goals of the state and each agency, the Legislature
has tasked OPR with evaluating the long range plans of each
department and agency to ensure that these plans are
consistent with one another and that each plan is consistent
with the statewide environmental goals that have been adopted.
2)Rationale . This bill is intended to further the states
interest in ensuring that agencies are operating in a
concerted fashion toward meeting its longer term environmental
goals and correct any conflicts that may exist that prohibit
the state from furthering its goals
