SUBJECT : Committee omnibus bill
SUMMARY : Makes various technical changes to the Vehicle Code.
Specifically, this bill :
1)Corrects an erroneous cross reference in the statute governing
the Employer Notification Program for commercial driver's
licenses.
2)Clarifies that disabled persons license plates and disabled
veterans license plates may only be issued for motor vehicles.
3)Clarifies that Olympic License Plates and Commemorative
Collegiate License Plates may be issued as environmental (or
"vanity") license plates, displaying numbers and letters
requested by the vehicle owner.
4)Makes California law consistent with federal law by allowing
commercial vehicle owners operating under the Interstate
Registration Plan 30 days to file a written appeal of an
audit, rather than the current 20 days.
EXISTING LAW : Contains several statutory provisions that are
incorrectly drafted, unclear, or in conflict with federal law.
FISCAL EFFECT : Unknown
COMMENTS : The Transportation Committee traditionally authors an
annual omnibus bill, combining various statutory modifications
that are technical in nature, not controversial, and have no
opposition. This year's omnibus bill contains measures
suggested by the Department of Motor Vehicles to correct or
clarify several sections of the California Vehicle Code or, in
the instance of provision #4 described above, to achieve Vehicle
Code conformity with federal statutes.

opposition, it will be deleted from the bill prior to the bill's
enrollment.
