SUMMARY
This bill requires that state employees participating in the
direct deposit program receive their statement of earnings and
deductions by an electronic method unless the employee requests,
in writing, to receive a paper version of the statement.
FISCAL EFFECT
According to SCO, if every direct deposit participant were to
receive electronic earnings statements, the Controller's Office
could experience annual savings of $162,000, and the State could
save as much as $3.7 million annually.
COMMENTS
1)Rationale . According to the author, the bill is intended to
save the state money and use of ecological resources. The
state controller supports the bill, asserting that it is good
business practice to use e-commerce tools whenever possible to
meet the goals of more efficient and cost-effective services.
2)Opponents (California Association of Professional Scientists)
assert that the current "opt in" method works well and that
there are many reasons that an employee may wish to receive a
hard copy of their statement as opposed to an electronic
version.
