           SUMMARY  :  Amends the Constitution to prohibit the Citizen  
          Compensation Commission from increasing salaries for the  
          Governor, Lieutenant Governor, Attorney General, State  
          Controller, Insurance Commissioner, Secretary of State,  
          Superintendent of Public Instruction, Treasurer, member of the  
          State Board of Equalization and Members of the Legislature  
          during a fiscal year in which the Director of Finance determines  
          that there will be a negative balance in the Special Fund for  
          Economic Uncertainties at the end of that fiscal year.
