           SUBJECT  :    Federal economic recovery plan funds

           DIGEST  :    This bill states the Legislatures support for  
          maximizing the creation of American jobs and the  
          restoration of economic growth and opportunity by spending  
          economic recovery funds on goods and services that create  
          American jobs.  The bill also state the Legislature's  
          encouragement of all state entities to purchase goods and  
          services produced in the United States with any economic  
          recovery funds provided to the state.

           ANALYSIS  :    

          This resolution contains the following legislative  
          findings:

          1. The economic downturn is having a critical impact on  
             Americans who are struggling to maintain or find jobs in  
             an increasingly difficult environment, and those  
             Americans are taxpayers who provide the revenue needed  
             to operate essential government services.

          2. Taxpayer dollars should be spent to maximize the  
             creation of jobs in America and to restore the economic  
             vitality of our national, state, and local communities.

          3. Goods and services produced within the United States  
             that are purchased with economic recovery funds  
             immediately strengthen struggling American families by  
             providing jobs and will ultimately help stabilize our  
             economy.

          4. The state should spend economic recovery funds to buy  
             goods and services produced within the Untied States,  
             thus employing American workers who pay the taxes that  
             fund the economic recovery plans.

          This resolution states the Legislature's support for  
          maximizing the creation of American jobs and the  
          restoration of economic growth and opportunity by spending  
          economic recovery funds on goods and services that create  
          American jobs.  This resolution also states the  
          Legislature's encouragement of all state entities to  
          purchase goods and services produced in the Untied States  
          with any economic recovery funds provided to the state.
