DESCRIPTION:
This resolution designates the Salmon Creek Bridge on State

The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
is located.
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
The author or co-author of the resolution must represent the
district in which the facility is located and the resolution
must identify the specific highway segment or structure being
named.
The proposed designation must reflect a community consensus
and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.
SCR 9 (WIGGINS) Page 2
This resolution designates the Salmon Creek Bridge at mile post
23.9 on SR 101 in Humboldt County as the James F. McManus
Memorial Bridge. The resolution further requests Caltrans to
erect appropriate signs upon receiving donations from non-state
sources to cover the costs.
COMMENTS:
1.Purpose of the resolution . By naming the Salmon Creek Bridge
on Highway 101 for James McManus, this resolution seeks to
acknowledge Mr. McManus' contributions to Caltrans and in
particular the design of the section of Highway 101 that
includes the Salmon Creek Bridge.
2.Mr. McManus' contributions . James McManus was born May 29,
1929 in Oakland, California. He split his time growing up
between the Bay Area and Los Angeles. Mr. McManus attended
the City College of San Francisco, before serving in the
Korean War as a United States Marine. After the war, he
returned to college at San Jose State University, but before
he finished his degree, he moved up Eureka. In June 1954, he
joined the California Division of Highways, which later became
Caltrans. His career with Caltrans spanned 38 years. It
included designing a five mile stretch of the Redwood Freeway
south of Myers Flat, which included a new bridge over Salmon
Creek. Mr. McManus passed away in 2006, and this resolution
names that bridge in his memory.
3.Consistent with committee's policy . This resolution is
consistent with all the provisions of the committee's policy
on highway designations.
4.Previous legislation . This resolution is identical to last
year's SB 120 (Wiggins), which passed this committee on August
12, 2008, by a 9 - 0 vote and passed the Senate on August 21,
but was not acted upon in the Assembly.
