           SENATE VOTE  :  Vote not relevant

           Summary  :  Abolishes the California Integrated Waste Management  
          Board, transfers its duties and responsibilities, as well as the  
          Bottle Bill recycling program, to the Department of Resources,  
          Recycling and Recovery created by the bill.  Specifically,  this  
          bill  :

          1)Creates the Department of Natural Resources, Recycling and  
            Recovery (NRRR) within the Natural Resources Agency.

          2)Abolishes the California Integrated Waste Management Board  
            (CIWMB) and with exception to the Environmental Education  
            Initiative (EEI), transfers all of its programs, activities,  
            and legal jurisdiction to the NRRR.

          3)Transfers the EEI from the CIWMB to the California  
            Environmental Protection Agency.

          4)Creates an executive officer position of "Director of the  
            NRRR" that is to be appointed by, and serve at the pleasure  
            of, the Governor upon confirmation by the Senate. 

          5)Transfers all civil service employees currently employed at  
            the CIWMB to the NRRR

          6)Transfers the responsibilities and staff of the Division of  
            Recycling from the Department of Conservation to the NRRR.

          7)Maintains that any regulations adopted before January 1, 2010  
            by the CIWMB shall remain in effect and are enforceable.

          8)Provides authority to the Director of the NRRR to accept  
            grants on behalf of the Department for the purposes of  
            implementing the responsibilities of the Department.
