DIGEST : This resolution names a portion of State Highway
Route 50 through Shingle Springs in El Dorado County as the
CHP Officer Douglas Scott Russell Memorial Freeway.
ANALYSIS : Officer Douglas Scott Russell was born in
Castro Valley, California in 1960, Scott Russell graduated
from Amador High School and then from the California
Highway Patrol (CHP) Academy in 1985. Officer Russell
worked in Hayward, Bridgeport, and the Investigative
Services Section before transferring to the Placerville
Area in 2000. In 2003, he was recognized as Officer of the
Year for the Placerville CHP office.

Officer Russell died in the line of duty on July 31, 2007,
when he was placing a spike strip across State Route (SR)
50 to end a pursuit and a fleeing suspect's vehicle struck
him. He is survived by his wife, Lynn, whom he had married
in 1997.
The author's office introduced this resolution to honor and
recognize the life, work, and ultimate sacrifice in the
line of duty of CHP Officer Douglas "Scott" Russell.
This resolution designates SR 50 in the vicinity of
eastbound post-mile 08.533 and westbound post-mile 08.598
in the community of Shingle Springs in El Dorado County as
the "CHP Officer Douglas "Scott" Russell Memorial Freeway."
The resolution further requests that the Department of
Transportation erect appropriate signs upon receiving
donations from non-state sources to cover the costs.
