           SENATE VOTE  :  33-0
           
          SUBJECT  :  State Route 50

           SUMMARY  :  Designates a segment of State Route (SR) 50 as the  
          California Highway Patrol Officer Douglas "Scott" Russell  
          Memorial Freeway.  Specifically,  this bill  :  

          1)Recounts the life and career of Douglas "Scott" Russell, an  
            officer with the California Highway Patrol (CHP) who lost his  
            life in the line of duty.  

          2)Designates the segment of SR 50, in the vicinity of eastbound  
            Post-mile 08.533 and westbound Post-mile 08.598 in the  
            community of Shingle Springs, as the CHP Officer Douglas  
            "Scott" Russell Memorial Freeway.  

          3)Requests the Department of Transportation (Caltrans) to  
            determine the costs of erecting the appropriate signs,  
            consistent with the signing requirements for the state highway  
            system, showing this special designation, and upon receiving  
            donations from nonstate sources covering the cost, to erect  
            those signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility to operate  
          and maintain state highways.  This includes the installation and  
          maintenance of highway signs.  

           FISCAL EFFECT  :  Unknown.  This bill was withdrawn from the  
          Senate Appropriations Committee pursuant to Senate Rule 28.8.  

           COMMENTS  :  Born in Castro Valley, California in 1960, Scott  
          Russell graduated from Amador High School and then from the  
          California Highway Patrol Academy in 1985.  Officer Douglas  
          worked in Hayward, Bridgeport, and the Investigative Services  
          Section before transferring to the Placerville Area in 2000.  In  
          2003, he was recognized as Officer of the Year for the  
          Placerville CHP office.

          Officer Russell died in the line of duty on July 31, 2007, when  
          he was placing a spike strip across SR 50 to end a pursuit and a  
          fleeing suspect's vehicle struck him.  He is survived by his  
          wife, Lynn, whom he had married in 1997.
