          SUBJECT  :    Officer Russell M. Miller, Sr. Memorial Highway

           DIGEST  :    This resolution designates the portion of State  
          Route 60 between Ramona Avenue and Mountain Avenue in Chino  
          as the Officer Russell M. Mille, Sr. Memorial Highway.   
          This resolution further requests the Department of  
          Transportation to erect appropriate signs upon receiving  
          donations from non-state, sources to cover the costs.

           ANALYSIS  :    After serving six years in the United States  
          Navy during the Vietnam War and graduating from the San  
          Bernardino County Sheriff's Academy, Officer Miller joined  
          the Chino Police Department in 1988.  Officer Miller was a  
          well-liked and respected officer and a stabilizing force in  
          his patrol unit.  He became involved in family and  
          community activities, including the United States Naval Sea

          Cadets Corps.

          On February 1, 2000, Officer Miller made a routine traffic  
          stop in the City of Chino, and while approaching the  
          stopped vehicle, was struck from behind by a second  
          vehicle, whose driver was under the influence of alcohol.   
          Officer Miller was critically injured and died while  
          undergoing surgery at a nearby trauma center.

          By naming a segment of State Route 60 for Officer Miller,  
          this resolution seeks to memorialize the service of Officer  
          Russell M. Miller, Sr. and the sacrifice he made when he  
          was killed in the line of duty.
