           SENATE VOTE  :  33-0
           
          SUBJECT  :  State Route 60

           SUMMARY  :   Designates a segment of State Route (SR) 60 as the  
          Officer Russell M. Miller, Sr. Memorial Highway.  Specifically,  
           this bill  :  

          1)Recounts the life and career of Russell M. Miller, Sr., an  
            officer with the Chino Police Department who died in the line  
            of duty.  

          2)Designates the segment of SR 60 between Mountain Avenue and  
            Ramona Avenue in Chino as the Officer Russell M. Miller, Sr.  
            Memorial Highway.  

          3)Requests the Department of Transportation (Caltrans) to  
            determine the cost of appropriate signs, consistent with the  
            signing requirements for the state highway system, showing  
            that special designation and, upon receiving donations from  
            nonstate sources covering that cost, to erect those signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility to operate  
          and maintain state highways.  This includes the installation and  
          maintenance of highway signs.  

           FISCAL EFFECT  :  Unknown.  This bill was withdrawn from the  
          Senate Appropriations Committee pursuant to Senate Rule 28.8.  

           COMMENTS  :  After serving six years in the United States Navy  
          during the Vietnam War and graduating from the San Bernardino  
          County Sheriff's Academy, Russell Miller joined the Chino Police  
          Department in 1988.  Officer Miller was a well-liked and  
          respected officer and a stabilizing force in his patrol unit.   
          He became involved in family and community activities, including  
          the United States Naval Sea Cadets Corps.  

          On February 1, 2000, Officer Miller made a routine traffic stop  
          in the City of Chino and, while approaching the stopped vehicle,

          was struck from behind by a second vehicle, whose driver was  
          under the influence of alcohol.  Officer Miller was critically  
          injured and died while undergoing surgery at a nearby trauma  
          center.
