Joseph A. Zanger Memorial Flyover
DESCRIPTION:
This resolution names the flyover ramp at the interchange of
State Highway Route (SR) 152 and SR 156 in Santa Clara County as
the "Joseph A, Zanger Memorial Flyover."
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
is located.
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
The author or co-author of the resolution must represent the
district in which the facility is located and the resolution
must identify the specific highway segment or structure being
named.
The proposed designation must reflect a community consensus
and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.

This resolution designates the flyover ramp at the interchange
of SR 152 and SR 156 in southern Santa Clara County as the
Joseph A. Zanger Memorial Flyover. The resolution further
requests that the Department of Transportation erect appropriate
signs upon receiving donations from non-state sources to cover
the costs.
COMMENTS:
1.Purpose . The author introduced this resolution to honor and
recognize Joseph A. Zanger's work on highway safety generally
and specifically on his involvement in the creation of the
Highway 152/156 flyover.
2.Background on Mr. Zanger . Mr. Zanger was born in 1927 in San
Jose, and in 1943, his family founded the Casa de Fruta fruit
stand to complement the family's farming business in the area
around Pacheco Pass on SR 152. The business operation grew
over the decades to include a restaurant, lodge, RV park, gift
shop, candy store, barnyard zoo, service station, and other
facilities in addition to the fruit stand. Casa de Fruta is
located just east of the SR 152/SR156 intersection.
Mr. Zanger helped to manage the family business, including its
orchard and Casa de Fruta operations. Over the years, he
became an advocate for improved transportation in the area. He
worked to better transportation safety including advocating
for the SR 152/SR 156 flyover to improve safety at that
intersection and also to establish a better connection from
that intersection to SR 101 in Gilroy.
Mr. Zanger passed away on February 9, 2009.
3.Consistent with committee's policy . This resolution is
consistent with all of the provisions of the committee's
policy on highway designations.
