           SUMMARY  

          This measure designates, as the "Nguyen Ngoc Phu Human Rights  
          Memorial Highway," the State Route (SR) 39 interchange with SR  
          22 in Orange County.

           FISCAL EFFECT  

          Minor costs to Caltrans to make and erect appropriate signs;  
          these costs are covered by donations.  (State Highway Account.)

           COMMENTS  

           Purpose  . This measure honors Mr. Nguyen, who was active in the  
          Vietnamese Community in Orange County. Mr. Nguyen passed away on  
          June 7, 2005 at age 21.
