SUMMARY
This bill enacts the "Local Government Omnibus Act of 2009",
making 39 mostly administrative and technical changes to the
state laws affecting local agencies' powers and duties. Examples
of such changes are:
1)The extension of a mandatory
consultation-mediation-arbitration process for reaching a
property tax exchange agreement for city annexations from
January 1, 2010 to January 1, 2015.
2)Increases in various revolving fund limits to reflect
inflation.
3)Updating of language concerning the calculation of local
appropriations limits.
4)Corrections of outdated cross-references and removal of
obsolete references to reporting requirements, municipal
financing districts, and other entities in existing law.
FISCAL EFFECT
No significant state costs or savings.
COMMENTS
Purpose . Each year local officials discover problems with the
state statutes that affect counties, cities, special districts,
and redevelopment agencies, as well as the laws on land use

planning and development. The purpose of this bill is to
combine several of these minor topics into an annual "omnibus
bill," thereby avoiding the expense of numerous individual
measures.
