          SUBJECT:

          Deputy Chief Kenneth O. Garner Memorial Exit

          DESCRIPTION:

          This resolution designates a particular exit on State Highway  
          Route (SR) 110 in Los Angeles County as the Deputy Chief Kenneth  
          O. Garner Memorial Exit.

          ANALYSIS:

          The committee has adopted a policy regarding the naming of state  
          highways or structures.  Under the policy, the committee will  
          consider only those resolutions that meet all of the following  
          criteria:

           The person being honored must have provided extraordinary  
            public service or some exemplary contribution to the public  
            good and have a connection to the community where the highway  
            is located.
           The person being honored must be deceased.
           The naming must be done without cost to the state.  Costs for  
            signs and plaques must be paid by local or private sources.
           The author or co-author of the resolution must represent the  
            district in which the facility is located and the resolution  
            must identify the specific highway segment or structure being  
            named.
           The segment of highway being named must not exceed five miles  
            in length.
           The proposed designation must reflect a community consensus  
            and be without local opposition.
           The proposed designation may not supersede an existing  
            designation unless the sponsor can document that a good faith

            effort has uncovered no opposition to rescinding the prior  
            designation.

           This resolution  designates the Florence Avenue exit on SR 110 in  
          Los Angeles County as the Deputy Chief Kenneth O. Garner  
          Memorial Exit.  The resolution further requests the Department  
          of Transportation to erect appropriate signs upon receiving  
          donations from non-state sources to cover the costs.  
          

          COMMENTS:

           1.Purpose of the resolution  .  By naming the Florence Avenue exit  
            from SR 110 for Deputy Chief Garner, this resolution seeks to  
            memorialize his contributions to the City of Los Angeles.

           2.Deputy Chief Garner's contributions  .  Kenneth Garner began his  
            career with the Los Angeles Police Department (LAPD) on June  
            6, 1977 and served the department faithfully and ably for 32  
            years.  In 2005, Commander Garner became the commanding  
            officer of Personnel Group, where he was responsible for  
            LAPD's hiring and oversaw the mayor's initiative to increase  
            the department's authorized strength to 10,000 sworn employees  
            by 2010.  As a Deputy Chief of Police from 2007 through 2009,  
            Mr. Garner served as the Commanding Officer of Operations for  
            the West Bureau and later for the South Bureau.  Among his  
            many achievements, Deputy Chief Garner initiated an innovative  
            program for community re-entry and rehabilitation of parolees,  
            believing they deserved an opportunity for a better life.  He  
            received the Trailblazer Award in 2008, which recognized his  
            outstanding contribution to the progress of African Americans  
            in the City of Los Angeles.  In addition, he received numerous  
            community citations and awards for his involvement and  
            dedication to the community, including ones from the United  
            States Congress, the California State Assembly, and various  
            church and community organizations.  Deputy Chief Garner  
            passed away unexpectedly on February 28, 2009, at the age of  
            53 years.
          
           3.Consistent with committee's policy  .  This resolution is  
            consistent with all the provisions of the committee's policy  
            on highway designations.
