           DIGEST  :    This resolution designates a portion of State  
          Highway Route 99 in Atwater as the Correctional Officer  
          Jose Rivera Memorial Highway.

           ANALYSIS  :    Born in Chowchilla, Jose Rivera was a United  
          States Navy veteran who served two tours in Iraq.  Upon his  
          return, Mr. Rivera began working for the Federal Bureau of  
          Prisons in Atwater as a correctional officer.  On June 20,  
          2008, Officer Rivera was violently murdered by two inmates  
          while locking cell doors in preparation for a headcount.   
          Officer Rivera was only 22 years old at the time of his  
          death.

          By naming a portion of State Highway Route (SR) 99 for  
          Correctional Officer Rivera, this resolution seeks to  
          memorialize his sacrifice in the line of duty and remind  
          all that the safety of law enforcement officers is a matter  
          of statewide and national concern.

          This resolution designates the portion of SR 99 between the  
          Franklin Road exit and the Winton Way and Applegate Road  
          exit in Atwater as the "Correctional Officer Jose Rivera  
          Memorial Highway."  This resolution further requests the  
          Department of Transportation to erect appropriate signs  
          upon receiving donations from non-state sources to cover  
          the costs.
