SUMMARY : Designates a portion of State Highway Route 99,
between Pelande Avenue exit and Junction 219 in Stanislaus
County, as the California Highway Patrol Officer Earl Scott
Memorial Highway. Requests the Department of Transportation
(Caltrans) to determine the cost of appropriate signs consistent
with the signing requirements for the state highway system
showing this special designation and, upon receiving donations
from nonstate sources sufficient to cover the cost, to erect
those signs. Specifically, this resolution makes the following
legislative findings:
1)On February 17, 2006, California Highway Patrol (CHP) Officer
Earl Scott was tragically shot and killed while making a
traffic stop on State Highway Route 99 in Stanislaus County.
2)Officer Scott was 36 years old and had served with the CHP for
five years, coming from a long line of family members who were
also devoted to public service.
3)Officer Scott is remembered as being the first to volunteer
for such causes as shaving his head for "Shave the Brave," a
fundraiser for cancer victims, and for taking youth Law
Enforcement Explorers on ride-alongs.
EXISTING LAW assigns Caltrans the responsibility to operate and

maintain state highways. This includes the installation and
maintenance of highway signs.
