To the Members of the California State Senate:

I am returning Senate Bill 166 without my signature.

The Department of Housing and Community Development has the authority
to adopt regulations for special occupancy parks.  Any change in
this area in regards to dismounted campers should be handled via this
process.

For this reason, I am returning this bill without my signature.
