          BILL SUMMARY:   SB 216 requires the California State University  
          (CSU) Trustees and the California Community College (CCC) Board  
          of Governors, and requests the University of California (UC)  
          Regents, to post a list of required textbooks for each course on  
          the internet at least 30 days prior to the first day of class,  
          including the price charged for each textbook.  The bill would  
          also require each instructor or academic department to confirm  
          the intent to use each individual item sold as part of a bundled  
          package of instructional materials before the final adoption of  
          the material.

          STAFF COMMENTS: This bill meets the criteria for referral to the  
          Suspense File.











          According to UC and CSU, this bill would drive one-time workload  
          for each campus bookstore to program its website to include the  
          information required by the bill.  This one-time cost is  
          estimated at $10,000 per campus for a total system-wide cost of  
          $100,000.  The ongoing work of inputting textbook data would be  
          absorbable.  Assuming similar costs for CSU and CCC, total costs  
          would be $230,000 for CSU and $1.1 million for CCC. 

          We note CCC campuses are eligible to claim reimbursement for  
          costs through the Commission on State Mandates.  To this end,  
          the state may face ongoing costs not only for the annual entry  
          of data into campus bookstore websites but also costs for  
          reimbursing faculty and/or academic departments to perform the  
          extra duties required by the bill.  Assuming just one hour of  
          time for each faculty member could result in annual  
          reimbursement claims in the hundreds of thousands or even  
          millions of dollars.
