           SUMMARY  :  Requires group or individual health care service plans  
          (health plans) and health insurance policies that are issued,  
          amended, renewed, or delivered on or after September 23, 2010,  
          to comply with specified requirements related to preventative  
          health of the federal Patient Protection and Affordable Care Act  
          of 2010 (PPACA) (Public Law 111-148) and any subsequent rules or  
          regulations issued pursuant to those requirements. 

           FISCAL EFFECT  :  According to the Assembly Appropriations  
          Committee, no direct public fiscal impact.

           COMMENTS  :  This bill conforms state law to federal requirements  
          related to preventive health services for specified types of  
          health coverage, which will take effect in the absence of a  
          state law change.  On March 23, 2010, the federal government  
          enacted the PPACA, which was further amended by the Health Care  
          Education Reconciliation Act (H.R.4872).  A key provision of  
          PPACA, related to preventative health, requires group health  
          plans or individual health insurance coverage, without imposing  
          any cost-sharing requirements, to provide for items or services  
          that have an A or B rating in current recommendations of the

          United States Preventative Services Task Force (U.S. PSTF),  
          immunizations recommended by the Advisory Committee on  
          Immunization Practices of the Centers for Disease Control and  
          Prevention, and other specified services.  U.S. PSTF provides A  
          and B recommendations for an array of preventative services such  
          as tobacco use counseling for pregnant women and non-pregnant  
          adults, healthy diet counseling, diabetes screening and numerous  
          other services.  This bill will require health plans and health  
          insurance policies to meet these requirements as well.
