          BILL SUMMARY:  SB 410, relating to the federal Workforce  
          Investment Act (WIA), would do the following:
          - Prescribe eligibility criteria for recipients of financial  
          assistance in the form of needs related payments and would  
          require the one-stop career centers to coordinate and deliver  
          services to persons enrolled in job training programs.
          - Expand training services to include preapprenticeship and  
          registered apprenticeship training with entrance into a  
          registered apprenticeship program considered placement into a  
          job.
          - Require the California Workforce Investment Board to develop  
          policies, funding recommendations, and strategies that will  
          maximize funding across all workforce programs for developing  
          workforce skills.
          - Require local workforce investment boards to develop a policy  
          on supportive services. 
          - Require funding available through the federal American  
          Recovery and Reinvestment Act (ARRA) of 2009 to be for  
          increasing training services, and would require training  
          priorities to be consistent with those identified in the act.
          - Revise existing reporting requirements to include information  
          on funds made available through the ARRA and training  
          expenditures incurred by organizations funded by the Governor's  
          15 percent discretionary fund from the WIA.

          STAFF COMMENTS: SUSPENSE FILE.
          
          Under this bill, one stop career centers would expand from  
          offering information about employment services, educational and  
          job training opportunities in one location to coordinating with  
          training providers and educational institutions and agencies to  
          deliver comprehensive support services to individuals enrolled  
          in job training programs.  Those support services could be  
          transportation, child care, dependent care, housing and  
          needs-related payments that are necessary to enable a person to  
          participate in workforce training and development activities.  

          Comprehensive support services shall only be provided to  
          individuals who are participating in job training programs.
