To the Members of the California State Senate:

I am returning Senate Bill 415 without my signature.

This bill is unnecessary.  There is no established or demonstrated
need for this bill and it would only serve to needlessly delay the
issuance of licenses.  In addition, the state has the constitutional
jurisdiction over alcoholic beverage licensing.  While the Department
of Alcoholic Beverage Control appreciates and reviews local input,
this bill represents an inappropriate expansion of their function in
the licensing process.

For this reason, I am unable to sign this bill.
