BILL ANALYSIS
SENATE COMMITTEE ON VETERANS AFFAIRS
JEFF DENHAM, CHAIRMAN
Bill No: SB 419
Author: Senate Veterans' Affairs Committee
Version: As Introduced
Hearing Date: April 14, 2009
Fiscal: No
Consultant: Donald E. Wilson
SUBJECT OF BILL
Clean up language for Military and Veterans Code Section
972.1
PROPOSED LAW
Change the number $5 million to $11 million to reflect
present budget reality.
EXISTING LAW AND BACKGROUND
County Veteran Service Officers (CVSO)s are a joint venture
of different levels of government to help veterans claim
their benefits.
California has an agreement with counties to pay fifty
percent of the cost. At the time the agreement was made,
fifty percent equaled five million dollars. Now that
percentage equals eleven million dollars.
Code section 972.1 still contains the five million dollar
figure. Last year SB 1778 (Senate Veterans Committee) was
a consent calendar item but was vetoed by the governor
because of the budget impasse.
COMMENT
1. This bill is code cleanup.
2. There is no appropriation in the bill.
3. Fifty percent of costs used to be five million
dollars but is now eleven million dollars. This bill
changes the number five to number eleven.
There is no reason to believe that having been a consent
calendar item last year that the bill should not become law
this year.
