DIGEST : This bill changes current legislative findings
and declarations by declaring that 50 percent of the amount
annually budgeted for county veteran service officers is
approximately $11 million.

Assembly Amendments change the operative date from January
1, 2011 to January 1, 2016, and make this bill contingent
upon enactment of SB 418 (Senate Veterans Affairs
Committee), Chapter 48, Statutes of 2009.
ANALYSIS : Existing law finds and declares that 50
percent of the amount annually budgeted for county veteran
service officers is approximately $5 million, and that it
is an efficient and reasonable use of state funds to
increase the annual budget for county veteran officers in
an amount not to exceed $5 million.
According to the Senate Veterans Affairs Committee
analysis, this bill is code cleanup. There is no
appropriation in the bill. Fifty percent of the costs
amounted to $5 million but are now $11 million. This bill
changes the amount to reflect what is currently 50 percent
of the costs for the state to fund county veteran service
officers.
Prior/Related Legislation
SB 1778 (Senate Veterans Affairs Committee) - 2007-08
Session . An identical measure, passed the Senate Floor
37-0 on 8/11/08, but was vetoed by the Governor because of
the Budget impasse.
