   An act to add Section 34004.1 to the Health and Safety Code,
relating to redevelopment.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 430, Dutton. Redevelopment: County of San Bernardino: disaster
recovery project area.
   The Community Redevelopment Law authorizes the establishment of
redevelopment agencies in communities to address the effects of
blight in those communities. The Community Redevelopment Disaster
Project Law authorizes a community to establish a redevelopment
agency in an area in which a disaster has occurred to adopt and
implement a redevelopment plan with specified time limits, and to
undertake and carry out a redevelopment project in the area.
   This bill would prohibit the time limit on the effectiveness of
the redevelopment plan for the County of San Bernardino Redevelopment
Agency's Cedar Glen Disaster Recovery Project Area from exceeding 15
years from the adoption of the redevelopment plan.



THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 34004.1 is added to the Health and Safety Code,
to read:
   34004.1.  Notwithstanding subdivision (g) of Section 34004, the
time limit on the effectiveness of the redevelopment plan for the
County of San Bernardino Redevelopment Agency's Cedar Glen Disaster
Recovery Project Area shall not exceed 15 years from the adoption of
the redevelopment plan.
  SEC. 2.  The Legislature finds and declares that a special law is
necessary and that a general law cannot be made applicable within the
meaning of Section 16 of Article IV of the California Constitution
because of unique circumstances faced by the County of San Bernardino
Redevelopment Agency. In that respect, a private water company's
financial problems after the Old Fire delayed the construction of
public works projects in the Cedar Glen Disaster Recovery Project
Area.
