SUBJECT : Education: technical changes

DIGEST : This bill corrects a reference to a Regional
Occupational Center that recently changed its name to the
Metropolitan Education District.

Assembly Amendments add the following provisions which
correct technical errors in statute, update
cross-references and delete obsolete references: (1)
Deletes statute prohibiting charter schools from submitting
data revisions to the State Department of Education (SDE)
for funding purposes, this bill will make the submission of
data easier for charter schools, (2) corrects chaptering
out issues related to SB 1251 (Steinberg), Chapter 710,
Statutes of 2008, which established a fifth year and sixth
year graduation rate calculation and provided partial
credit for pupils who graduate during this time period for
purposes of the Academic Performance Index, (3)Corrects
chaptering out issues related to SB 512 (Senate Education
Committee), Chapter 53, Statutes of 2009, which deletes
inaccurate and outdated code references regarding teacher
certification and other teacher issues, and (4) deletes
reference to inoperative programs, including the Golden
State Examination and the pre-internship program, and code
sections, as specified. This measure also deletes an
inoperative date language related to the payments of
Deferred Maintenance program funds.
ANALYSIS : According to the Senate Education Committee
analysis, this bill is the annual Education Code clean up
legislation, sponsored by the Department of Education, that
makes various non-controversial revisions to statute. This
education omnibus bill corrects errors, resolves conflicts,
and deletes obsolete references. By tradition, objection
to any provision by the Department of Education, the
Department of Finance, or any of the four legislative
caucuses prevents that provision from being included in
this bill.
