          BILL SUMMARY: SB 549 would require any applicant for a license  
          issued by the Board of Barbering and Cosmetology (BBC) and a  
          licensee of the board to report to the board, in addition to  
          information collected under current, the applicant's and  
          licensee's gender, language preference, and ethnicity.  This  
          bill would require the information to be compiled and made  
          available to the public upon request.

          STAFF COMMENTS: The collection of language and ethnicity data is  
          intended to enable the BBC to effectively communicate with  
          limited English proficient licensees and to allow the BBC to  
          identify language needs, conduct culturally competent outreach  
          and develop effective policies that will better serve the  
          community.  Indirectly, having a better understanding of the  
          licensee population should enable the BBC to perform its  
          regulatory functions more efficiently.  The BBC licenses  
          approximately 438,000 persons as cosmetologists, barbers,  
          manicurists, estheticians, electrologists, apprentices and  
          establishment owners.

          The BBC will incur one time programming costs to revise its  
          database in order to collect and report the new information  
          required by the bill.  Costs will be less to the extent  
          Department of Consumer Affairs information technology staff can  
          program the revisions.  Otherwise, it may be necessary to  










          contract for the work.  With the revisions, the BBC will be able  
          to generate reports and make the information readily available.   
          To do this cost effectively, staff recommends Business and  
          Professions Code 7401.5, as added by the bill, be amended as  
          follows (page 2, lines 32-34:

          (c) The information collected by the board pursuant to this  
          section shall be compiled quarterly and posted on the board's  
          Internet Web site  made available to the public upon request  .
