BILL SUMMARY: SB 583 requires the Department of Justice (DOJ) to
record each address at which a registered sex offender resides
with a unique identifier, as specified,
and to store the information in the same database as the
registration data. This bill requires DOJ to make that
information available to state agencies when the receiving
agency needs it for law enforcement purposes related to
investigative responsibilities. The provisions must be
implemented by January 1, 2012.

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense File.
This bill requires DOJ to maintain in its sex offender
registration database a record of each address at which a sex
offender resides. Each address is required to have a unique
identifier, consisting of a description of the nature of the
dwelling (e.g. single family home, apartment, motel).
DOJ estimates that it will cost the department $180,000 to
record the newly-required data in the database with unique
identifiers (which it does not currently use for addresses).
This start up cost is specifically for consultants to make
enhancements to the Criminal Processor and Global Transaction
controller to recognize new data and to update the California
Sex and Arson Registry, overtime costs, and ISB storage to store
the additional data. DOJ estimates an expense of $15,000
annually to maintain the information.
