BILL SUMMARY: SB 588 will eliminate the statutory sunset for the
Sex Offender Management Board, thereby making the Board and
related statutory provisions operative indefinitely.

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense File.
The Sex Offender Management Board is a 17 member board charged
with addressing "any issues, concerns, and problems related to
the community management of adult sex offenders." Specifically,
the Board conducts assessments of current management practices
for adult sex offenders residing in California communities, and
develops recommendations to improve management practices with
the goal of improving community safety.
The Board is under the jurisdiction of the California Department
of Corrections and Rehabilitation (CDCR) and Board membership is
unpaid. According to CDCR, the support costs for the program in
2008-09 are approximately $590,000 General Fund annually.
Support costs include 3 PYs, $200,000 for the research
component, and $100,000 for the public meeting component of the
program.
Under current law, the statutory authorization for the Board
will sunset on January 1, 2010. This bill deletes the sunset
clause, allowing the program to continue indefinitely, at a
General Fund cost of $590,000 annually.
