SUMMARY
This bill deletes the January 1, 2010 sunset date of the Sex
Offender Management Board (SOMB).
FISCAL EFFECT
According to CDCR, which administers the SOMB, in 2008-09 the
General Fund cost of the SOMB was about $600,000, primarily to
staff the board and conduct research. Current law authorizes the
SOMB to hire a coordinator and other staff "as funding permits."
COMMENTS
1)Rationale . The author's intent is to allow the SOMB to
continue its mission, which is to assess existing sex offender
community management practices and recommend evidence-based
best practices.
2)Current law requires the SOMB to assess and address issues
related to the management of adult sex offenders in the
community. The principal objective of the SOMB is to achieve
safer communities by reducing victimization.
3)Support . By all accounts the SOMB has provided a helpful forum
for assessments, research and recommendations. According to
the Chief Probation Officers of California and the California
Probation, Parole and Correctional Association, "The SOMB is

tasked with addressing issues and concerns related to the
community management of the state's adult sex offenders in
order to enhance public safety and reduce victimization. We
recognize the value that this SOMB offers to both local and
state governments and we support the continued operation of
their efforts."
4)Prior Legislation . AB 1015 (Chu), Statutes of 2006, created
the SOMB, with a sunset date of January 1, 2010.
