	LEGISLATIVE COUNSEL'S DIGEST


   SB 590, as introduced, Romero. Education: English learners.
   Existing law defines an "English learner" as a child who does not
speak English or whose native language is not English and who is not
currently able to perform ordinary classroom work in English.
   This bill would state the intent of the Legislature to enact
legislation relating to English learners.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  It is the intent of the Legislature to enact
legislation relating to English learners.
