          BILL SUMMARY: SB 599, an urgency measure, would do the  
          following:
          - Require the Dental Board of California to extend, from July 1,  
          2010 to July 1, 2012, the California Dental Corps Loan Repayment  
          Program of 2002 and distribute the money remaining in the  
          Dentally Underserved Account.
          - Provide that for the purposes of disbursing federal economic  
          recovery funds, local workforce investments boards may work  
          directly with institutions of higher education and other  
          training providers, including accredited private postsecondary  
          educational institutions, to quickly design education and  
          training to fit the needs of job seekers and employers.
          - Require the successor agency to the Bureau for Private  
          Postsecondary and Vocational Education to transmit data it  
          receives from any schools under its jurisdiction to the  
          California Postsecondary Education Commission (CPEC).

          STAFF COMMENTS: This bill meets the criteria for referral to the  
          Suspense File.
          










          The Dental Corps Loan Repayment Program provides grants to  
          dentists who practice in medically underserved areas.   
          Participants may receive up to $105,000 over three years.  There  
          is $1,400,000 in the Dentally Underserved Account but the Dental  
          Board of California's authority to expend those funds lapsed at  
          the end 2005-06.  This bill would extend that authority until  
          July 1, 2012.

          This bill notes there is an urgency to disburse economic  
          recovery funds recently made available by Congress as part of  
          the American Recovery and Reinvestment Act of 2009 to workforce  
          development and to extend the operation of the dental assistance  
          program as quickly as possible.
