STAFF COMMENTS: Suspense file.
Under current law, the state may participate in the funding of
flood control projects that meet certain criteria, including
authorization for funding from the federal government, annual
benefits that exceed annual costs of providing flood control,
local compliance with federal floodplain management rules, and
other requirements.
SB 619 would authorize the state to provide subvention funds to
the County of Santa Barbara or other local agencies in the
county, for a flood control project on Lower Mission Creek.
As authorized under the federal Water Resources Development Act
of 2007, the total authorized project cost is $30 million, with
a federal contribution of $15 million. The remaining project
cost will be split between the state and the local project
sponsor. Under current law, the state share of the non-federal
cost for authorized flood control projects is between 50 percent
and 70 percent, depending on several factors, including the
public safety and environmental benefits of the project. Based
on the recommendation of the Department of Water Resources, and
subject to legislative appropriation, the state share of the
project cost would be between $7.5 million and $10.5 million.
Currently, there are about $82 million in claims for subventions
for approved flood control projects. There is about $333 million
remaining in unappropriated Proposition 1E funds for flood
control subventions. The Department indicates that this project
is included in its long-term funding plan for those funds.
