          BILL SUMMARY:  SB 621 would require the Superintendent of Public  
          Instruction to include guidance for adapting work-based learning  
          for individuals with exceptional needs when coordinating the  
          next revision of the career technical education curriculum  
          framework.

          STAFF COMMENTS: SUSPENSE FILE.  
          
          Curriculum frameworks are blueprints for implementing the  
          SBE-adopted academic content standards and serve as a basis for  
          the development of standards-aligned instructional materials.   
          The Curriculum Development and Supplemental Materials Commission  
          advises the SBE on the adoption of curriculum frameworks and  
          instructional materials.  The State Board of Education (SBE)  
          adopted Model Curriculum Standards for Career Technical  
          Education (CTE) in 2005 and adopted the curriculum frameworks  
          for those standards in 2007.  

          According to the Department of Education, revising the CTE  
          framework in this manner would require two positions and costs  
          of over $250,000.  The Department also expresses concern that  
          this workload may be unnecessary, as students with exceptional  
          needs students are served through Project Workability, which is  
          a transitional job training and placement program for students  
          with exceptional needs.
