SUBJECT : Higher education: training programs at military
facilities

DIGEST : This bill declares that nothing in California
law prohibits the University of California, the California
State University, or the California Community Colleges,

from coordinating with the United States Armed Forces to
establish training programs at military facilities.
ANALYSIS : Under current law, both the University of
California (UC) and the California State University (CSU)
have a number of collaborative programs with a variety of
external partners including, but not limited to each other,
community colleges, independent colleges, private entities
and local, state and federal governments.
This bill specifies that in enacting this legislation, it
is the intent of the Legislature to maximize the use of
closed or underused medical facilities located on United
States Armed Forces military bases by establishing
cooperative agreements with California's public
postsecondary education institutions to provide medical and
allied health education or direct clinical services, or
both.
According to the Senate Education Committee analysis,
information received from the author's office indicates
that the intent of this bill is to maximize the use of
closed and/or underused medical facilities located on U.S.
military bases by establishing cooperative agreements with
California's public higher education institutions (UC, CSU,
and the California Community Colleges) for those
institutions to provide medical and allied health education
and/or direct clinical services.
The Senate Education Committee staff was advised that the
Travis air Force Base, in Solano County, has the capacity
to expand its direct clinical services and make its
facility available for medical education purposes (e.g.,
nursing, allied health, clinical rotations, etc.). In
addition, March Air Force Base in Riverside County has
similar capacity. Apparently, initial efforts to
accomplish these goals have been hampered by the perception
that state law does not allow such collaborative
relationships. The intent of this bill is to foster and
encourage such mutually beneficial relationships.

"I am returning Senate Bill 645 without my signature.
While this bill is intended to increase awareness of
the opportunities for the military and public colleges
and universities to establish partnerships, nothing in
current law precludes such agreements. Therefore this
bill is unnecessary. For this reason I am unable to
sign this bill"
