To the Members of the California State Senate:

I am returning Senate Bill 662 without my signature.

The Legislature has failed to provide a well thought out plan to fund
domestic violence shelters.  Until a budget is adopted and the
appropriate level of domestic violence funding is determined, this
bill is premature.  In addition, this bill would grant a large
blanket authorization for all counties to increase the fees on
marriage licenses without any reporting requirements or sunset date.
Without these accountability measures, it will be difficult to
determine if the provisions of this bill have been successful.

For these reasons, I am returning this bill without my signature.
