BILL SUMMARY: SB 723 would require the California Integrated
Waste Management Board to update its schedule for payments to
recyclers of specified electronic wastes every year, rather than
every other year as is currently required.

STAFF COMMENTS: Suspense file.
Under current law, consumers of specified electronic goods pay a
fee at the time of purchase. Revenues from this fee are used to
support recyclers of electronic goods. The schedule of payments
to recyclers is currently updated every other year.
SB 723 would require the California Integrated Waste Management
Board to update the payment schedule every year, to more
accurately cover the difference between the scrap value of
recyclable electronic goods and the costs of recycling these
products.
The Board estimates the additional cost to update the schedule
annually will be about $276,000 per year, which includes staff
costs and contract funds.
