SUMMARY
This bill enacts numerous clarifying and technical changes to
transportation-related statutes, including:
1)Clarifying that any interest earned on the investment of funds
from the Local Streets and Road Improvement, Congestion
Relief, and Traffic Safety Account, as established by
Proposition 1B of 2006, must be used for transportation
facilities.
2)Adjusting weight thresholds related to emissions inspections
of diesel-powered vehicles in order to correspond to weight
classification data maintained by the DMV.
3)Clarifies the time period during which a person may request an
initial review of a parking violation notice.
4)Requiring an agency issuing or processing a parking violation,
when notifying a person, following an initial review, that
their violation has not been cancelled, to also notify the
person of (a) their ability to request an administrative
hearing and (b) the procedure for receiving a waiver, based on
inability to pay, of the prepayment of the parking penalty.
FISCAL EFFECT
Minor reimbursable costs for local agencies to modify the
contents of their notifications following an initial review of a
parking violation.
All other costs are negligible.

COMMENTS
Purpose . This is the Senate Transportation and Housing
Committee's annual omnibus transportation bill, combining a
number of technical, clarifying provisions dealing with a
variety of transportation-related topics. Each provision is
noncontroversial and has no opposition. Several of these
provisions appeared last year in AB 3064 (Transportation
Committee) or SB 432 (Lowenthal), which were two of numerous
bills summarily vetoed by the governor without a stated reason.
