BILL SUMMARY: SB 741 would revise the Proprietary Security
Services Act by requiring, on and after January 1, 2011,
proprietary private security officers (PPSOs) and proprietary
private security employers (PPSEs) to register with the Bureau
of Security and Investigative Services within the Department of
Consumer Affairs. This bill would provide for a registration
process for officers and employers. This bill would require
PPSOs to complete training in security officer skills and would
require PPSEs to maintain records regarding the employment and
training of PPSOs.

STAFF COMMENTS:
This bill would (1) define a PPSE as a person who has one or
more employees who provide security services for the employer
and only for the employer, and would (2) define a PPSO as an
unarmed person who is employed exclusively by any one employer
whose primary duty is to provide security services for his or
her employer. A PPSO must wear a distinctive uniform and be
likely to interact with the public while performing his or her
duties. These persons are not security guards (SGs) who may
carry a gun.
Under current law, there are PPSOs who work in-house for a
specific employer and there are security guards employed by a
contract security company to provide security services for a
third party (private patrol operators). This bill establishes a
registration process for these persons and would require PPSO
applicants to include a $50 registration fee, as well as
fingerprints, and would require PPSE applicants to include a $75
registration fee. The renewal fee would be set at $35.
Initial revenues will be in the range of $5,000 to $20,000
annually, increasing to fully offset costs in two to three
years.
