SUMMARY
This bill makes technical and substantive changes to the laws
governing the regulating of proprietary private security
officers (PPSOs) and proprietary private security employers
(PPSEs). Specifically, this bill:
1)Requires that all fees and fines collected pursuant to this
legislation be deposited in the Private Security Services Fund
and be used solely for the registration and regulation of
PPSOs and PPSEs.
2)Requires a registrant to submit to a background check through
the Department of Justice (DOJ) and allows DOJ to charge a fee
to cover the costs.
3)Establishes an application fee of $75 for initial PPSE
registration and a $50 fee for PPSO regisration.
4)Establishes a registration renewal fee of $35 for PPSEs and
PPSOs and requires renewal every two years.
5)Requires PPSOs to complete training in security officer skills
and requires PPSEs to maintain records regarding the
employment and training of PPSOs.
FISCAL EFFECT
One time costs of $70,000 for automation and on going costs of
approximately $60,000 per year. All costs will be covered by
the Private Security Services Fund.

COMMENTS
1)Purpose . According to the author's office, "This bill would
grant the Bureau enforcement authority over PPSOs and PPSEs.
Existing law requires PPSOs to be registered with the Bureau
and establishes various training requirements. However the
law does not give the Bureau any authority to issue
administrative citations for unlicensed activity or for
failing to comply with training requirements. This regulatory
scheme does not protect consumers."
2)Background . A PPSO is an unarmed individual, employed
exclusively by a single employer, who provides security
services solely for that employer. A PPSE is a contract
security firm that provides security services for a third
party. Under the Proprietary Security Services Act, PPSOs and
PPSEs are required to register with the Bureau of Security and
Investigative Services (BSIS) within the Department of
Consumer Affairs (DCA).
