To the Members of the California State Senate:

I am returning Senate Bill 791 without my signature.

This bill is unnecessary.  The Department of Social Services has
already provided guidance to counties on the federal American
Recovery and Reinvestment Act of 2009 and the extended COBRA subsidy
provisions through its existing administrative authority.

For this reason, I am unable to sign this bill.
