                                 SUBJECT OF BILL  
          California State Military Museum  
           
                                   PROPOSED LAW  
          Change the due dates for the museum's audit reports and  
          business plan to October 15 to coincide with the fiscal  
          year.

                           EXISTING LAW AND BACKGROUND  
             1.   The California State Military Museum Foundation is  
               a non-profit organization that operates the State  
               Military Museum and Resource Center.

             2.   The California State Military Museum is required to  
               file a business plan for the upcoming year in January.

             3.   The museum also is required to file an audit in  
               January.

             4.   This museum was formerly the National Guard Museum.
                                         
                                    COMMENT
              1.   This is the same bill as last year's AB 2508  
               (Carter), which passed this committee 4-0.  It was a  
               consent calendar item that was vetoed by the governor  
               because of the budget impasse.

             2.   The main purpose of this bill is to give museum  
               staff the opportunity to comply with state law.   
               Presently the museum's audit is due in the middle of  
               the fiscal year (January 10).










             3.   By moving the due date to October 15 staff will  
               have four months after the completion of the fiscal  
               year to report to the state.

             4.   This bill will make the museum the repository of  
               California's military history and not just the history  
               of the California National Guard.

             5.   This bill forbids the foundation from using its  
               money for any purpose "inconsistent with support of  
               the museum".

             6.   Requires a copy of the audit report to be sent to  
               the Chair of the Joint Legislative Budget Committee.

             7.   Several smaller amendments within the bill are  
               meant to update the language in this code section to  
               reflect the change in the name of the museum to the  
               California State Military Museum.
