DIGEST : This bill requires the annual audit report and
business plan prepared by the Board of Directors of the
California State Military Foundation, which operates the
California State Military Museum and Resource Center, to be
submitted by May 15 of each year. It also makes several
similar changes which are meant to update language in the
Military and Veterans Code to reflect the change in the
name of the Museum to the California State Military Museum.
ANALYSIS : Existing law requires the Adjutant General to
provide suitable accommodations within the California
National Guard Military Museum and Resource Center for the
care and display of the display cabinets that were once
used to display, at the State Capitol, the books, papers,

and other artifacts relating to the Grand Army of the
Republic, and permits the Adjutant General to make
arrangements for use of the display cabinets in the public
display of the artifacts throughout the state. It also
provides a Board of Trustees for the California State
Military Museum Foundation.
This bill:
1.Substitutes "board of directors" for "board of trustees"
wherever that term appears.
2.Requires the board of directors of the California State
Military Foundation, no later than October 15th of each
year, submit an audit report to the Adjutant General, the
Chair of the Joint Legislative Audit Committee, the Chair
of the Joint Legislative Budget Committee, and the
Director of the Department of Finance (DOF).
3.Directs the Board of Directors of the California State
Military Museum Foundation annually, no later than
October 15th, submit a business plan for the following
fiscal year to the Adjutant General, the Director of DOF,
and the Chair of the Joint Legislative Budget Committee
for review and comment.
4.Instructs the Board of Directors of the California State
Military Museum Foundation to also submit, not less than
30 days prior to adoption, any proposed formal amendments
to the business plan to the Adjutant General, the
Director of DOF, and the Chair of the Joint Legislative
Budget Committee for review and comment.
5.Substitutes "California State Military Museum and
Resource Center" for "California National Guard Military
Museum and Resource Center" wherever that term appears.
Comments
Since 1990, the California Military Museum has been located
in Old Town Sacramento, serving as the repository for
military artifacts, memorabilia, equipment, documents and
other items relating to the history of the California
National Guard. Several statutes enacted since 1990 have

increased the acquisition rate of items relative to the
history of the California Military. Statutes requesting
the submission of an annual audit report and an annual
business plan were the direct result of legislative intent
to increase oversight of the operation of the California
State Military Museum and Resource Center.
The Senate Veterans Affairs Committee analysis notes that
the submission of the annual audit report and a business
plan has become cumbersome and untimely. The changing of
the date would align the business plan submission date with
the budgetary time line governing the California State
Military Museum and Resource Center.
