SUMMARY
This bill makes technical and clarifying changes to statutes
governing several professional and Healing Arts boards under the
jurisdiction of the California Department of Consumer Affairs
(DCA). These boards include the Architects Board, Contractors'
State License Board, Cemetery and Funeral Bureau, Acupuncture
Board, Board of Behavioral Sciences (BBS), Board of Occupational
Therapy, Board of Pharmacy (BOP), Dental Hygiene Committee,
Hearing Aid Dispensers Bureau, Medical Board of California
(MBC), and Respiratory Care Board.
FISCAL EFFECT
No direct fiscal impact for the DCA boards to continue oversight
of professionals in California.
COMMENTS
This is one of the Senate Business & Professions Committee's
annual omnibus bills to make changes to a number of the boards
and commissions providing professional oversight of numerous
disciplines. Most of the changes in the bill address boards
providing oversight of medical professionals in California.
Recent author's amends address several policy concerns,
including the deletion of a professional licensing exam for
structural engineers. This bill now does not delete that exam.
The changes contained in the bill include providing conformity
between BBS conduct statutes and regulations, adding filing
deadlines and expiration dates to interim nursing licensure,

allowing the BOP to inactivate a pharmacist's licensee when an
individual fails to complete continuing education, and
eliminating obsolete reporting requirements of the MBC's
physician diversion program.
