           SUMMARY  :  Authorizes the executive director and the members of  
          the California Gambling Control Commission (CGCC) to administer  
          oaths and certify official acts in connection with the business  
          of the CGCC.
           
           EXISTING LAW  :
           
          1)Provides for the licensure of certain individuals and  
            establishments involved in various gambling activities, and  
            for the regulation of those activities by the CGCC, through  
            the Gambling Control Act.

          2)Provides for the appointment of the Executive Director of the  
            CGCC.

          3)Authorizes the CGCC to have all powers necessary to enforce  
            and implement the policies and regulations relating to  
            gambling establishments throughout the state.
           
           FISCAL EFFECT  :  According to the Assembly Appropriations  
          Committee, negligible costs associated with this bill.

           COMMENTS :  According to the author, this bill, as amended, is  
          necessary to clarify and codify the duties and powers of the  
          executive director and members of CGCC so they can administer  
          their daily duties, without ambiguity.
