SUBJECT : OMNIBUS COMMITTEE MEASURE
SUMMARY :
Existing law :
1) Establishes the California Pollution Control Financing
Authority with specified powers and duties, and authorizes
the authority to approve financing for projects or
pollution control facilities to prevent or reduce
environmental pollution (Health and Safety Code 44150 et
seq.).
2) Establishes the Integrated Waste Management Board with
specified powers and duties over solid waste management
(Public Resources Code 40000 et seq.).
3) Establishes the State Lands Commission with specified
powers and duties over the management of state lands
including the power to apply to the United States
Department of the Interior for patents to the numbered
school sections in place, which have not been patented by
the state (Public Resources Code 6101 et seq.).
This bill makes various technical, non-substantive changes to
the various codes under the jurisdiction of the Committee.

COMMENTS :
Purpose of Bill . This is the Committee's omnibus measure. It
contains provisions to update, clarify and make
non-controversial changes to various programs to increase
effective program implementation, including: a) California
Pollution Control Financing Authority. The codes governing
the Authority have not been updated since 1975. The bill will
be the vehicle for those updates; and, b) the State Lands
Commission. This bill proposes a technical amendment related
to school lands and patents.
