           DIGEST  :    This bill makes various technical,  
          non-substantive changes to the various codes under the  
          jurisdiction of the Senate Environmental Quality Committee.

           Assembly Amendments  add provisions that conform and update  
          the governing code to reflect changes in business  
          practices, program updates, and federal tax law, and make  
          other changes.

           ANALYSIS  :    

          Existing law:

          1. Establishes the California Pollution Control Financing  
             Authority (CPCFA) with specified powers and duties, and  
             authorizes the authority to approve financing for  
             projects or pollution control facilities to prevent or  
             reduce environmental pollution (Section 44150 et seq. of  
             the Health and Safety Code).

          2. Establishes the California Integrated Waste Management  
             Board with specified powers and duties over solid waste  
             management (Section 40000 et seq. of the Public  
             Resources Code). 

          3. Establishes the State Lands Commission with specified  
             powers and duties over the management of state lands  
             including the power to apply to the United States  
             Department of the Interior for patents to the numbered  
             school sections in place, which have not been patented  
             by the state (Section 6101 et seq. of the Public  
             Resources Code).

          omnibus bill, which contains provisions to update, clarify  
          and make non-controversial changes to various programs to  
          increase effective program implementation. 

          Within the State Treasurer's Office, CPCFA provides  
          low-cost innovative financing to California businesses.  As  
          a "conduit issuer" of tax-exempt private activity bonds,  
          CPCFA is able to facilitate low-cost financing to qualified  
          waste and recycling projects.  Other projects to control  
          pollution can qualify for tax-exempt financing as allowed  
          by federal tax law.   Examples of recent assistance include  
          projects to purchase clean-air vehicles by waste companies,  
          recycle used oil, and develop construction and demolition  
          debris recycling programs.  CPCFA works with participating  
          financial institutions to assist small business with loans  
          up to $1.5 million.  CPCFA also assists with the clean-up  
          of contaminated sites through a $60 million grant and loan  
          program and a site-assessment loan program.  The codes  
          governing the CPCFA have not been updated since 1975.  This  
          bill conforms and updates the governing code to reflect  
          changes in business practices, program updates, and federal  
          tax law. 

          This bill corrects a drafting error in SB 1016 (Wiggins),  
          Chapter 343, Statutes of 2008, by replacing the term "city  
          and county" with "jurisdiction." This bill makes a  
          technical change related to school lands and patents.  
          Additionally, it defines "severely disadvantaged community"  
          as a community with a median household income of less than  
          60 percent of the statewide median household income for  
          purposes of the State Water Pollution Control Revolving  
          Fund.
